Oakville's opening number for 2027 is a 4.97 per cent tax increase
Council received the staff forecast in June and asked for options to bring it closer to inflation, currently estimated at 2.1 per cent. The budget lands with a Council elected in October.
What happened
At its meeting on 22 June 2026, Oakville Council received a staff report setting out the forecast and process for the 2027 budget. The report identifies a preliminary overall tax bill increase of 4.97 per cent, which staff describe as the level needed to maintain service levels, support community growth and address long-term infrastructure priorities.
Council also endorsed a draft Mayoral Direction instructing staff to explore options to reduce the proposed increase and better align it with the forecast inflation rate, currently estimated at 2.1 per cent.

For scale on the current rate: Oakville's 2026 final residential tax rate of 0.850960 per cent works out to $850.96 for every $100,000 of assessed value, before the regional and education portions are considered separately on the bill.
Why it matters
The gap between 4.97 and 2.1 is the whole story. Staff have set out what it costs to hold service levels steady while the town grows; the Mayoral Direction asks them to find a way to charge less than that. Whatever closes the gap is a real decision about service levels, capital deferral or reserve draws, and it has not been made yet.
The timing is unusual and deliberate. 2027 is the first budget after the 26 October 2026 municipal election, and the Town has designed the budget timeline to align with the Council transition so a newly elected Council can weigh in before the budget is finalised. In practice that means the people who will vote on this budget are not all in office yet.
The process runs under Bill 3, the Strong Mayors, Building Homes Act, 2022, which assigns the Mayor responsibility for proposing the budget while keeping Council and staff involved. That is why the instruction to staff took the form of a Mayoral Direction rather than an ordinary Council motion.
